Technical English for Executives requires an advanced level of writing and speaking competencies in English. English speaking cultures expect that Executives have an advanced command of the English language. When an executive represents a company to English speaking counterparts or potential clients there is an understanding that the executive representing the company has enough professionalism to know that they need an advanced level of English competencies or enough professional training that they should hire a translator.  A poorly written communication is viewed as very unprofessional.
